SPEED HUMP PETITION
Residents of Janine Drive submitted a petition to the City of Whittier Engineering Department on October 29th, 2024. It was accepted and acknowledged by Senior Engineer Technician Helen Montanez.
In May 2025, we sent Montanez an email requesting an update on the status; we never received a response. In November 2025 (over a year later), we again asked for the status. We were told they "lost" the petition. Then we were told they did not lose it; that the Director of Public Works, Kyle Cason, wanted to reach out to us personally, but he never did.
In mid-November 2025, the City Engineer said we needed additional signatures from El Arco and Portada Dr. This information was not previously given to us. He also said we didn't qualify for speed humps despite the policy stating it is assessed on a case-by-case basis.
The city engineer asked that we hold off in resubmitting the petition in order to deploy the speed radar trailer. They deployed it on November 18th, 2025. It was placed not far away from a stop sign on Janine Dr at La Alba. We have not heard back from their office since it was removed on December 18th, 2025. It should be noted that the speed trailer only tracks speeds from one direction as well.

The measure, sponsored by Redondo Beach Mayor Bill Brand, Yorba Linda Mayor Peggy Huang, and Brentwood City Council member Jovita Mendoza, as well as John Heath, a leader of the United Homeowners Association in View Park-Windsor Hills, would allow cities and counties across the state to effectively brush off state land-use laws like 2020's Senate Bills 8, 9 and 10.
We asked Whittier City Council to Join the measure in December 2021 as many other cities and council members have.
