FPPC COMPLAINT 

After receiving anonymous tips about possible discrepancies with Councilman Fernando Dutra's campaign finances, I decided to look into the matter.  I am certainly not an expert in campaign finance and because of this reason I filed a complaint with the Fair Political Practices Committee (FPPC) to ask they look into these "allegations".  FPPC doesn't have an intake desk where you can explain what you think may be a violation.  They basically force you to file a complaint and then review it for compliance.

The FPPC responded with the below letter.  The FPPC gave Dutra time to amend his campaign finance forms.  Dutra amended some forms according to information obtained from the City of Whittier.  On November 15, 2022, the FPPC notified me that the complaint had been turned into a case which means they will be investigating it.  On February 16, 2023, the FPPC substantiated the below violations and issued a letter of warning to Councilman Dutra.
