The Friendly Hills Property Owners Association (FHPOA) is not a typical HOA with Covenants, Conditions & Restrictions (CC&Rs) that have limits and rules placed on a group of homes or condominium complex by a builder, developer, neighborhood association, or homeowners association. They are a business in the City of Whittier that a person can join voluntarily (according to their own website) and in exchange for a yearly fee, you may receive a quarterly magazine and are invited to an occasional informational meeting and of course political forum when candidates are running for office. It is also a political platform for those running for office in the area and a way for businesses to advertise in their magazine. The yearly fee is NOT tax deductible.
They have no authority to authorize or review construction plans nor are they required for any city-permitted project. If they tell you to join their organization to approve your plans and provide you a letter for the city; it is NOT required and they do not have ANY AUTHORITY to do so. Please contact the city directly on the permit process; they are the only agency that can authorize a project/permit (unless you in fact live in a development with CC&R's then they must be consulted as well).

The below information was obtained from the FTB.CA.GOV website: If a business is suspended that means it is not in good standing and loses its rights, powers, and privileges to do business in California. If this organization conducts business while suspended it is in violation of state laws.
A business can't legally do business, sell, transfer, or exchange real property, file with an automatic extension, file a claim for refund, legally close or dissolve your business, bring an action or defend their business in court, file or maintain an appeal before the Office of Tax Appeals, maintain the right to use their business name, secretary of State (SOS) will deny their revivor request if the entity name is no longer available. SOS will require your business to choose a new name, and retain tax-exempt status.
According to the City of Whittier business license website: They do not have a business license to conduct business in Whittier. I called and verified this with the City of Whittier on December 20, 2022. I have repeatedly asked for their tax records (since they are a non-profit and subject to disclosure), but they have not responded.
